Why Stage 3? More flow of course! One of the hurdles with DI is that as you increase pump pressure, the volumetric efficiency goes down. By lowering commanded pressure from 24 MPa to 20 MPa, the pump gains approximately 5% in flow rate that the Stage 3's are able to take advantage of!
